Quick facts
- Takes
- The PDF files of a court bundle, a tender, a grant application, a property file or a year-end pack, in the order you set, each with a title and, when the bundle has sections, its section.
- Gives
- One PDF: a cover page, an index that names every section and document with its page or page range and links to it, a divider page before each section, bookmarks for every part with each document’s own bookmarks nested under it, and page numbers or Bates numbers stamped across the whole.
- Runs
- In your browser. The documents are composed page by page, so a bundle of several hundred pages is built on a phone; nothing is uploaded.
- Plan
- Free, with no account and no watermark: 10 tasks a day, on files up to 50 MB and 100 pages. Pro has no daily count and takes files up to 500 MB, with no page limit.
Front matter in roman, the rest from 1
A bundle’s index names where each document starts and ends, and a longer index would move every document. The builder sidesteps that: the cover and the index are numbered i, ii, …, and the numbering starts at 1 on the first page after them, which is how a court bundle is paginated. The index can then be laid out once, however long it turns out, and the numbers it prints are the numbers stamped on the pages. Each line of the index is a link to the page it names, and the same numbers are the file’s page labels, so a viewer shows “1” on the first page after the front matter.
The documents’ pages are copied as Merge PDF copies them, with their links and layers; the cover, the index and the dividers are set with the site’s bundled fonts, so a title in Hindi, Tamil or Telugu is written in its own script. The bookmarks are written afresh: the index, then each section with its documents under it, and under each document the bookmarks it brought. The numbers are stamped last, over the pages after the front matter only, with the same engine as Add page numbers and Bates numbering.
- A document is added or removed by building again: the index, the bookmarks and the numbers are made afresh each time.
- Files in a row with the same section are one section; a bundle without sections has no dividers and lists its documents at the top level of the index and the bookmarks.
- A file that cannot be opened stops the build with the message of the file, as Merge PDF does; a password is asked for when a file needs one.
Presets for India, the United States and Ireland
A preset fills the settings the way a court, a tribunal, a buyer, a lender or an immigration service expects the file to open; every setting stays yours to change. With “Label each document” on, each document is its own section, named Exhibit A, B, C or Tab 1, 2, 3 in the order of the files, and the divider page, the index line and the bookmark carry that label; the word before the label is yours (Exhibit, Tab, Annexure, Appendix, or none).
- India: a court paper book (cover, index, dividers, pages from 1 after the index), a petition with its annexures numbered Annexure 1, 2, 3, a tender response with “Page 1 of n” and a loan file.
- United States: an exhibit binder (Exhibit A, B, C, with an Index of Exhibits), an appellate appendix (a Table of Contents naming each document and its first page, consecutive numbers from 1, a bookmark per document, as Federal Rule of Appellate Procedure 30(d) and the circuits’ guides ask), a discovery production (Bates numbers only) and an immigration petition packet (a Table of Contents and lettered exhibits, the common way to assemble a filing for USCIS).
- Ireland: a book of appeal or booklet of pleadings (indexed and paginated as the Court of Appeal’s practice direction on books of appeal expects), a book of authorities with numbered tabs, a tender response for eTenders and a tribunal or WRC submission with numbered appendices.
The page size of the cover, the index and the dividers follows the first document: Letter for an American filing, A4 for an Indian or Irish one. The appellate appendix follows the Tenth Circuit’s appendix requirements (read on 27 October 2026): a table of contents per volume, consecutive pagination, a bookmark per document and native, searchable PDFs; a volume should stay under 300 pages and an e-filed PDF under 30 MB, which Split PDF and Compress PDF take care of afterwards. Local rules differ by court: check the one you file in.

What it cannot do
- Take anything but PDFs. A Word document or a picture is converted first, with Word to PDF or JPG to PDF, then bundled.
- Put a logo or a picture on the cover. The cover is text: a title and up to eight lines.
- List the pages inside a document. The index names each document and its page range; a document’s own bookmarks are kept under its entry for the finer detail.
- Keep form fields fillable. Their values stay on the page; the fields stop being editable.
- Keep a digital signature valid. A signature certifies one exact file; a bundle is a different one.
- Open a password-protected file without its password. You are asked for it; the bundle itself is not protected unless you protect it afterwards.
If something goes wrong
- This PDF is protected. Enter its password to continue.
- Open it in Unlock PDF with its password, bundle the unlocked copy, and protect the bundle again if needed. Open Unlock PDF
- This PDF is damaged and can't be read.
- Run it through Repair PDF first; the repaired copy usually bundles normally. Open Repair PDF
- The page numbers in the index do not match a viewer’s page count
- A viewer counts from the cover; the bundle numbers from the first page after the front matter, as the printed numbers do. Most viewers show the printed number (i, ii, 1, 2) beside the count.
- The bundle is larger than I expected
- Each document brings its own fonts and pictures. Compress PDF stores repeated pictures once and compacts the rest. Open Compress PDF
About Bundle PDFs
Bundle PDFs turns a folder of documents into one file that a court, a buyer, a lender or an auditor can read from front to back: a cover, an index that names every document with its page numbers and links to it, a divider before each section, bookmarks for every part, and page or Bates numbers that run across the whole. It runs in your browser; the documents never leave your device.
How to use Bundle PDFs
Add the PDF files and drag them into the order of the bundle. Give each a title for the index, and the section it belongs to if the bundle has sections.
Choose the cover, the index, the dividers and the numbering: page numbers, or Bates numbers with a prefix.
Choose Build the bundle, check the table that says where each document landed, and download the one file.
Frequently asked questions
- Why are the cover and the index numbered i, ii?
- So that the numbers in the index hold. The index lists where each document starts and ends; if the index itself counted, a longer index would move every document and every number in it. The numbering starts at 1 on the first page after the front matter, as in a court bundle.
- Can I add a document after the bundle is built?
- Add it to the files, drag it into place and build again: the index, the bookmarks and the numbers are made afresh each time, so nothing has to be renumbered by hand.
- Do the documents’ own bookmarks survive?
- Yes. Each document’s bookmarks are nested under its entry in the bundle’s bookmarks, pointing at its pages where they now are.
- Can the index and the cover be in Hindi, Tamil or another language?
- Yes. The titles you type are written with fonts for every script the site supports, so a section called अभिवचन is set as it should be.
- Is there a limit on the size of a bundle?
- On the free plan, up to 10 files at a time, each up to 50 MB and 100 pages. With Pro, up to 50 files, each up to 500 MB; a bundle of several hundred pages is built page by page, so what your device can hold is the only real limit.
